might find better answers in the diamond form. but i believe the prl has to do with the radio, so flashing a rom shouldn't effect it, although, not sure about the diamond, most roms require the latest radio available to that device. once again i'm not sure. i'm not into flashing roms myself. their are tutorials on this subject, I believe a member codybear has one. search him out and the answer lies within his signature at the bottom of his posts. titled "my qvga 6.5 faq over at xda"
