that is the uscc radio.
run the remove MMS. Soft Reset. Install the JD MMS. Soft Reset. this time dont push the reg file, go to MMS options and create a new server, Add the setting as they appear here:

hold the style down on the USC set as default, remove the "sample MMS"
do a soft reset. Dial *228 then try sending MMS
