I have no idea what you downloaded or why you "called" #22803.
The only thing I know of that speeds up GPS fix is through apps that download the expected location of satellites onto the phone, which makes it easier for the GPS receiver to get a fix since it doesn't have to wildly scan for random satellites. SOmething along those lines...
