Out of curiosity, I installed the HTC S2A dialer and tested against the WM6.5 lockscreen on this 23004 build. Surprisingly, the HTC S2A won the battle and popup imediately right after the 1st ring without any struggling with the WM6.5 lockscreen as it did with all previous WM6.5 ROM. Guess Microsoft has finally fixed 3rd party dialer problem on their later builds.
