Yes, I have experienced this same problem (only on 23004 Builds for some reason tho). What happens is that it binds the USB port you use to whatever connection you choose -BUT only if you choose the Internet Sharing. So I suggest Soft Reset, have the USB unplugged from PC and phone, reset the PC. Then after you plug it in, chose Disk Drive ( or Async
<--- my thoughts on Async). Then open the program from start menu. If I do it that way then everytime I plug it in it asks me. So just avoid clicking Internet Sharing on the popup and you should be ok
