I have found if you navigate via your PC out to
www.accuweather.com and go to your 'radar' map - if you right click on it, select properties - it should show you the location of the file.

Open the accuweather radar, let the error come up, and then it should open the 'Radar Page' with no data. Press and hold your finger where the radar should be and it should give you the option to enter a location (from above) in there.
This resolved the issue for me.
