I searched the WeatherPanel forum and found this from KEN (who seems to know everything about WeatherPanel):

"I don't believe it does anything currently. Possible reasons for having it in the future could be to automatically load the nearest city to your position or for more accurate sunrise/sunset times and moonrise/moonset times. The sun and moon info is something which is common on many gps receivers and is calculated based on your current position and time. It could also be used to update your clock time based on the GPS signal. This is of course assuming that there is any further development on WeatherPanel."

I also read that if you turn it on, your updates may stop working...
