Some roms/installs put the skins folder in the Windows directory and some in the program files directory. Then you go to load a skin cab and it could be loaded into the opposite directory. Simple thing is to use file explorer and move the new skin to the correct original folder. The file tree is pretty simple to realize so you'll see where you need to drop.

If you're certain the skin has been placed in the correct folder tree along with its layout/name file then try soft reset to get the skin to show up in the drop down.
