This may be obvious, worth a shot:

1. In the WeatherPanel settings, Display tab, make sure Automatically Cycle Cities is checked.
Note: If you have a Treo, you won't see this setting (it's cut off). In this case, access the WeatherPanel settings from the Today settings (Start -> Settings -> Personal -> Today -> Items tab, highlight WeatherPanel and tap Options). You should then have a scroll bar so you can scroll down to the setting:



2. Make sure none of your cities has Auto Switch to City checked. Check this in the WeatherPanel settings (Cities tab) by selecting each city, Edit, Advanced Options:
