Not sure what you mean.
Are you talking about the Start menu? That can be changed with reStart.
Are you referring to the Titanium panel with the program launcher? I think you can change them using the CHome Editor. That one is called the CWelcomeCenter.

Editing those links must be done exactly correctly. Remember to press
Save Order before you exit or you lose all your changes. Disable Titanium before you start editing.
