Are you seeking an answer for a 25 status? If so, I've found it's usually caused by erroneously copying the zip file to Nandroid rather than properly unzipping the folder within the zip to Nandroid.

Yeah. When you Unzip, it makes a directory with another directory inside it. You want that lower level directory copied over to your Nandroid directory on your Droid. You'll get that error if you have the higher level directory because nandroid is looking for the boot.img, recovery.img, system.tar, etc. files and all it is seeing is a nested directory.
