Its because they have different goals. HTC is about making a rom that is stable and smooth. Rom builders want to stuff as many features as they can into their roms, which are usually unstable and generally buggy. It really is amazing at how smooth everything is after spending a year going from rom to rom and then spending some time running the stock rom. Nothing crashes, the phone no longer locks up, etc. Battery life is shorter and a bunch of features are missing, but damn is it stable.
