Can you assign functions to keyboard keys?

Another beginner question, but I've had great luck on this board and haven't been yelled at yet, so here goes:

Can we assign functions to the keyboard keys? For example, if I wanted to assign the key combination "Ctrl" and "Z" to open up a new text message window, or "Ctrl" and J to open Solitaire, is that possible?

I see that under the settings/personal menu there is a "Buttons" option which seems like it might be the place to do that, but I can't get it to do anything.
