I remember reading all these articles about this big February release and here we are in March and still no word?

6.6 was suppose to be announced at mwc along with wm7 but wasn't. MS will probably announce it in CTIA in vegas

It was released to OEMs in December and announced by MS officially on February 6th. It was never supposed to be announced at WMC, that was just speculation. CTIA will probably be about WP7 and/or Project Pink. AFAIK, there is no WM6.6. as of yet, though of course there probably will be eventually.
