After hard reset can only make calls, help please!!

I wiped out my Tilt, on AT&T, after a hard reset- it powers on everything works but it seems like web sessions are gone. I cant get online, cant text, nothing only phone calls.. I have the network id's but evverything else is gone. It would ver greatful if someone can point me in the right direction on obtaining this info, or a file that I can upload...
