Question Can't sync with Exchanger Server after locale change

My TP2 can't sync with an Exchange Server after I change its regional setting to a non-English, Asian locale. This happens even after factory reset. On the other hand. a Samsung Omnia 2 that I borrowed for trial syncs fine with an Exchange Server when the regional setting is changed to the same non-English, Asian locale.

I don't know where to begin. No discussion found on google search either. What would it be in TP2 that prevents it from Exchange Server sincying when the locale is changed? Is this something that can be fixed with registry edit?

Any ideas?
