How to apply security on Windows Mobile.

Just few days back our company had bought an application which runs on hand held devices with Windows Mobile 5.0 operating system. Now i would like to know that how to apply security on Windows Mobile? I think that I should able to define users and assign permission as we do on Windows XP or Windows 2003. Does any body have any idea about it? Or is there any other way to do so? Any help you can provide would be greatly appreciated. Thanks.

A couple of questions.
1) Devices are you running on?
2) Windows Mobile 5 OS is pretty old
3) Are you trying to assign permissions only or?
4) Are you tring to allow VPN connections
5) Are you trying to apply end point security?

To stay on topic..OP have you tried any of the apps at freewarepocketpc? They have several different types of security apps and they're all free. Maybe you'll find something you can use. HERE's a link for ya.
