I have used one software "HandiTV", i think it is good software for mobile tv. HandiTV is comprehensive mobile TV software which uses your Windows Mobile device's Internet connection to display a wide variety of TV programming including News & Headlines, Business & Financial Markets, Entertainment, Local, and International and over 60 stations! But it Requires Internet connectivity also.
