All this means is that you can use third party tools to port an existing app over to iOS, without building it from the ground up. It does nothing for using Safari to view flash rich websites.

Considering that Apple has 200,000+ apps in the store already, I'm pretty sure this is a useless feature to enable. What they need to do is allow a browser that has flash support that works over the network to be considered really loosening the handcuffs.
