Assign Ringtone on CPu

I was wondering if there was a program or if someone could make a program where u can sync your phone with your cpu and go in and be able to assign mp3 ringtones on the computer. I have alotta contacts and and ringtones and trying to assign all of them is the longest hassle ever known to man. Just be able to do it over cpu seems logic and convient to anyone. HELP ME PLZ!
