What is a Good Cab Program???

I was wondering what a good cab program would be to get. I would like to put some themes I have made into a cab file but don't have the software. Any ideas on a good one to use? Preferably a free one.

i personally use wince cab manager but its kinda pricey

+1 on wince, Right @ $100, I haven't purchased it yet. It has a 14 day trial I think... I usually tear cab's apart though. :)
