Yeah it's similar. I think it's slightly easier to use and you have a little more color control.

No slowness with PaintWM, but it is not free ($14.95). Their earlier app, called ce_paint, is available as what they're now calling a free evaluation version. But it has fewer features and runs buggy on WinMo. I've run PaintWM on WinMo 5.0, 6.0, and 6.1 - works great, well worth the cost.
