It's called "Microsoft Voice Command," but keep an eye on it. It's known to be a memory hog sometimes, and it delays the actual ringing of the phone. So it's not for everyone.

It is not free, so asking for it here is not allowed. I know handango has it, perhaps mobihand as well.
