I have Ilauncher as I love the program and its by far THE EASIEST TO USE!!
I set my phone up with the digital clock uptop Today Item and on the bottom is set up like an Iphone..

I want to have Weather Panel, but don't want it as a today theme, I just want to click the iphone icon for weather and have it come up..

I asked this question myself a long time ago.
I don't know the technical details, but its the way the program is written. only for the today screen, something like dll's

Moral of the story, you'll never be able to execute it as a file.

A lot of people (myself included) use ultimate launch or spb and make its own tab and just switch to it when we need it.

You may want to look at Pocket Weather, you can bring it's "Weather Console" up from a shortcut link.

I have heard that from a few people. At least PW will be continued to be developed, so the bugs/quirks will be worked out. :)
