Pocket PC 2000 SDK

Hello. I have a Cassiopeia IT-700M30RC(RF) device running Windows CE 3.0. I want to develop a simple application using VC++ embbeded, but I can't find anywhere the 2000 SDK (only available is 2002). Is it posible to get it somewhere? Otherwise, is it posible to update CE 3.0 to 3.1?
