I created the DWORD but it doesnt seem to be appearing in the folder; also I can't recreate it because it says it exists. any ideas?

your dword may have been created in a sub folder...look around.

I installed the cab on my mogul and noticed a considerable drop in performance. IE takes forever to load which was not the case before I loaded this.
Checked the registry settings but could not find either of the settings went ahead and did a soft reset. It did not help. So I applied a registry backup from an earlier date even this did not help.
Anybody know what's hapenning?

I looked at the cab and it just create the two entries at HKCU\Software\Microsoft\Internet Explorer\Main called MaxConnectionsPerServer and MaxRequestThreads. Both are set to a hex value of 30. If this caused you issues, you can set it back to the default. My Mogul does not have these two values, so you can just delete them. Make sure they are saved (wait a few minutes) and reboot.
