does my phone need to be activated for any part of the flash process

also to flash i update the bootloader using hardspl or the o one then upgrade to a gps radio then flash the rom

No you don't need to be activated. You should upgrade but don't use hardSPL but use nueSPL or OliPro. I would just start with a 3.35+ ROM stock for your carrier, don't run customizations (soft reset after you see the screen), then run the unlocker, then run a BuildOS ROM. If you want a good suggestion of where to start, nueROM3 or 20273 is what I suggest.
