Installing a single OEM file

I have been searching the forums to try to figure this out but is there a way to flash a single OEM file such as "HTC GPS Tool" or any other OEM found in the kitchen OEM RAR files to my device without disrupting anything allready on my device?

In other words, i would like to basicaly flash some OEM files without having to reflash the OS or Radio or anything else and have that new OEM still be in my device when I do a HARD reset.

You can install an OEM using nuePackageInstaller, but they won't survive a hard reset. That is what I used to use my storage card for, but now I cook my own and flash at least every other day...

Also most of the programs have a cab file floating around. You could just install it via cab.

Yeah, that would be the easier way!
