dude its fine if your new but to ask this kinda question seems to me you been here awhile checking out the OTHER roms on here so you should be able to search

do not screw it up for us guys who are at times scared to ask stupid question in fear of a backlash we all have our noob moments but this one seems like a lazy post

Yes. Anyone can make their own rom. Its just that no2chem and have the most popular ones out there and they share with the community.

Considering you know of those three, isn't that a pretty good sign there would be more than just those? They're just the most popular/vocal.
