hmm..from what I remember its hidden pretty deeply...go into stock launcher and see if you get it to pop up..if it doesn't.. and you want touchwiz then maybe swap to Touchwiz 4.0....

Does touch wiz 4 give you the option to shut of the beep of losing the signal?

I don't remember hearing sound on my srf 1.2 + touchwiz 4 for when loosing signal..so the sound is either rom related or launcher related...hence why I want you to try stock launcher (as that does not require any flashing) and see if you still get the sound.
