Never seen a wait cursor with any type of frequency, myself. I think I've only seen it during initial load and execution of software.

I've got grigoris_a Taskbar++ with the beta rom and no issue. Not sure which version that is?

I have never seen the issue on my stuff but I have not been adding a lot more stuff to my base ROM. If you ever figure out what it is let us know so we can avoid the culprit.

You could try installing Marshall Wait Cursor 3 and adding the delay. It's basically a skinning app for the wait cursor, but it has some extra options, one of them being to hide the cursor unless it is requested by the system for a certain amount of time.

I've used MWC, its nice.

Thing is, hiding the WC is just masking a bigger problem.

Do you use tyynt SD Tuneup? Do you think it might be an app installed to My Storage or the Card that should be on the device?

Well, I can't reproduce it so, I don't know just yet.

tyynt SD Tuneup is cooked into all of my roms.
