Signal Bars Set to 7 in Registry. Why do i Only See a Max of 5?

i am right by a tower, and i have my old touch pro and it has a full signal. i changed this in registry

type="HKCU\ControlPanel\PhoneExtendFunction\CDMA"
SignalStrengthLevel datatype="integer" value="7"

is there something else.
i updated all the icons for signal bars, so i know the icons are there.

is verizon defaulted to 5 bars? or should i hard reset?

that's just the way it is. 5 bars is max. Set the reg to 7 and get 5 bars. Set the reg to 5 and get 4 bars.
