If you are talking about what's cricled in red, that's an application called Spb Pocket Plus. It's an application that allows to place tabs with icons on the Today screen - http://www.spbsoftwarehouse.com

I personally prefer SBSH's iLauncher - http://www.sbsh.net

I used both ilauncher and pocket plus. and so far the newest ilauncher is way better than pocket plus. also the task manager can be more customized on ilauncher.

claunch has tabs and is totally customizable as well. I use claunch and spbtime to get that large clock that I can read without my glasses on...
