Powering Off

Is there a way to fully power down the device without taking the battery out?

That just turns off the phone, not the entire device.

pull the battery. They aren't designed to be 'turned off.' They go to sleep. The power button turning the radio off is a neat trick that I didn't have on my 6700. But since I rarely use it anyway... ;)
