Sadly if you don't understand the instructions, this probably isn't for you. If you don't run a Linux distribution on your computer, it also probably isn't for you...
But if you do want to dive into the fun, just follow the instructions. On the page that you linked you will see instructions to "Enable Root Access" and "Enable the Optware package feed". You will want to do both of these to have the access to your Pre that you will need to do everything else they ask you to do. **Notice that this is like loading a new ROM on an PPC, and it will do a hard reset because you are re-loading your ROM on the Pre.**
