I don't think so. The app has been out for a while and no one has reported being charged extra. Since tethering functionality isn't natively built into the OS, I don't think they have means to track it.

lol i have the palm pre, i honestly was expecting a little too much from the acuall phone, now im not bashing on the phone. the phone is cool, but going from a windows phone, where im free to do anything!!!! to a phone that dosent quiet well do much, is a bit of a downgrade, but to answer your question there is a tethering app for the pre " My Thether" but its very luggish, it dosent compare to the wmwifirouter...wich i miss.
