I got a graphic that's 223 x 410 and it won't let ne crop it to the full height for wallpaper......

this is maddening.......I can crop the picture to full height, but if I try to use it as a wallpaper it won't.,.......

I've got jpegs.......I've got a 1024 x 768 image that I can crop to the full height for use as wallpaper. But I've got another image that's not as wide, but 768 tall that won't crop more than half the total height for wallpaper. And then others that are smaller than 960 x 854 that also won't crop to the full height of the image........what the hell am I missing here......everything is high color....
