is there a way to change the taskbar without theming the whole os? are there any sense like taskbars?

You can. You will need to make changes to the framework-res file. There are some task bar only themes over on alldroid.org in the the theme section. Not sure if there are any here.

i would assume that requires root access? can any themeing be done without it? i love being able to change the colors of anything, but would prefer to not have to root just for that

Changing most things will require root.

You can change icons with a program called BetterCut. That changes them on the home screens only though. You can also change the background and the intro animation.

why dont you jut root your phone

I never said i wasnt rooted, i have been rooted since the day i got the phone.
