its curious, there are multilanguage kitchen for gsm but there arent for cdma

I`ve seen in xda-developers multi language kitchens WWE but there arent for cdma devices like vogue or titan.
What should be done to develop a kitchen like that for kayser, elf, elfin, etc..., or what tools can be used to achieve this?
You can find them at xda-developers and in www.htcspain.com but they are only for gsm devices, whats the difference?
A I understand wm 6.1 is the os, and its the same windows mobile in all devices but drivers changes, if the changes are done in windows why cannot be done in windows mobile 6.1 for cdma devices?.
I would like to understand this

The reason why is because CMDA is North America only....mostly USA

GSM is around the world, including USA (AT&T and T-Mobile)

Excuse me whosdaman, but there are so many others countries with cdma not only usa, here in venezuela whe are using both, gsm and cdma, i dont think that is the reason.
Supose for a minute usa is the only cdma in the world, but there are a lot of languages in usa, spanish, portuguese, french, indian, chinese, and so many others and every one can manage his own devices in their own languages.
The problem is tere are somebody capable to make those kinds of changes in a rom? or is there somebody who can explain how the rom building rom works and the parts contained in a rom or th tools to extracts the parts of a rom to build a mix of those parts? i mean a vogue rom extract the radio, mui files (for language), os, and build another? or a multilanguage kitchen?
I dont think thats the right answer.
