AstroGPS + Data Connection Required?

Does anyone know why Astro requires a data connection to operate correctly?
I ask this because I travel to the States from Canada often and want to use my GPS software, but roaming data rates are expensive.

I installed the Nodata.cab and I couldn't get a gps lock, however when I enabled data I was able to get a lock. I thought with standalone software, a data connection would not be required.

I also tested this with iGo8, the same thing, when data is manually disabled it opens a connection when I launch the program.

Obviously it won't work with airplane mode on, the point of airplane mode is to totally disable incoming and outgoing signals including gps.
