anyway to force new rom with touch screen unresponsive?

my phone is really killing me. the touch screen has been unresponsive since saturday and i've soft reset and hard reset and it just doesn't work.

the only way it works is if i leave it off all night and then when i turn it on in the morning it will work for enough time to just turn it on but then it becomes unresponsive again.

my question is can i force a rom onto the phone. what are my options, how can i fix this???
