I just tried http://video.octro.net and it lets me stream live from my Sprint Touch's built-in camera. It's a bit slow, but it's live video.
You just install the streaming app on your phone and sign up for an account at their website, then just give people your username and they can watch the stream from their phones or PC's.

You can't send videos because the sprint picturemail website (which sMMS uses) does not support videos.
