A way to make cabs out of OEM's?

I have a few oems that i want to convert to cabs. Is there an app for this?
Or is this possible?

Is there no way to reverse this?
I wanna be able to install oems rather than cook them in, Nue tools has a package installer, but its crashed on open on all the roms iv ran...
