Ok I need to find how and where and how to replace the skin on my phone dialer page. Some searching says that it is the .png file on the windows rom. Where is that at? Help please just want to change background on dialer!

Tiermann's dial designer. It lets you re-skin the dialer and you can put in different pix for the background.

I believe you have to have an HTC Touch based dialer though.

I have the sprint touch model! any suggestions?

Ok I guess Im a little confused now. I have the Sprint Touch and wanting to change the background on the phone dialer page. How is this done?

Once again, Tiermann's dial designer. It's a PC app that lets you redesign your dialer and creates a .cab you transfer and install on your phone.
Tha cool thing is you can make a bunch and change them to suit your mood or whatever. Check out the link I posted a few posts up and get it.
I have attached a zip of one I created for the Touch as an example. Extract the .cab file and transfer to your SD card. Open file manager and click on the file and install to device. Soft reset and you have a new dialer. Simple.
