Two "Games" Folders: Merge?

Where are each of these folders actually located? It won't affect / break anything if either is deleted?

One in (sorry, supposed to backslash but dont know here it is)
/Windows/Start Menu
The other would be in
/Windows/Start Menu/Programs

You can always uncheck the option from the settings->today menu if you don't want to delete the "blank" folder.

(P.S. 1st folder stuff should be copied to second)

I'd like both to mirror each other. How can I get both to have all my games in them? Can the one in the Start Menu be changed into a shortcut to the one in Programs?
