Dial-Up Networking (Cell to Modem)

I would like to use my phone to dial into a network. The manual located here:

indicates on pages 104-105 how to setup a dial-up connection, but the connection is unsuccessful when I try. I can use my computer with a modem to dial into the network successfully using the same basic settings.

Has anyone successfully accomplished this?
