I meant, can it tether (Internet sharing) without charged by Bell?

It is OK to tether on most WM phones, your carrier should not say anything as long as you don't use over 5GB per month on your data plan (so they say). After that NO ROM can be guaranteed to be safe.

I'm living on the edge month to month with tethering. This month I'm up to about 9gb

yes, as Lmiller1708 said. Internet Sharing is free of charge, bell thinks your just using the internet through the phone. the one bell charges you for is the modem(you have to dial up everytime on your pc not cellphone, i did not include this modem software as it is pointless)
