PPCGeeks - Diamond TF3D Config will NOT work on my TP

I deleted the tweaks.xml file, no go, I checked the registry entry, it's fine, even removed and readded it still no go, gives me the message that it encountered and error and I can either quit or details. Seems like I am the ONLY person on here who can't fix this by deleting the tweaks.xml file. Any help is greatly, GREATLY appreciated. Ultimately what I'm trying to use it for is to change what launches from my Internet Tab in Manila 2.1. I want the newer version of Opera (10) to launch instead of 9.5.

I have .net 3.5 installed and setup to be the main .net via the .net config program. Here are the "details" of the error I am getting:
