Do I have to be in BOOTLOADER when flashing?
 
I am in bootloader with the multicolored screen but I can't seem to connect my device to my pc. I opened windows mobile and it says not connected and it won't flash to another rom.

it wont say your connected in activesync during bootloader but it will still flash the phone.

You need to run windows update while in bootloader so windows can download the drivers. Windows Vista does not use activesync and I assume your using Vista because you say opened windows mobile.

to answer the question, No. if you can connect via activesync/WMDC great.
the only limitation (that i'm aware of) of flashing via bootloader is any Pri update will be skipped.
