That is a program called SPB Mobile shell google it you can get it at sites like Handango

more specifically that's spb mobile shell 3 and it will run on any windows mobile 6.x device. highly customizable and very stable, i definitely recommend it especially if you aren't comfortable with flashing a rom since it's simply a cab install.
